NVIDIA CEO suggests $199 Tegra 3 tablets in the summer

Always talkative NVIDIA CEO Jen-Hsun Huang is in the news yet again, this time telling the New York Times that his company's Tegra 3 hardware is incorporating enough cost saving that it could be in $199 Android tablets by this summer. Beyond the tantalizing thought of value-priced tablets with the horsepower of the Transformer Prime (perfect for that rumored price subsidized, ASUS-built and Google-branded slate, right?) there's also a shout out Tegra-powered Windows 8 slates and Sony's unannounced VAIO Cromebook that popped through the FCC. The NYT suggests its T25 chip could stand for Tegra 2.5 with a debut planned for Google I/O in June -- we'll find out then if this is misguided line drawing or a very educated guess.

Romney's fundraisers are quietly amassing millions

WASHINGTON (AP) ? A few weeks before the Republican primary in Florida in January, the billionaire owner of the NFL's Miami Dolphins hosted a fundraiser for Mitt Romney at his oceanfront home in Palm Beach. The average voter wouldn't know about the event at the home of Stephen Ross because Romney's campaign doesn't follow the practice of other major presidential candidates who have willingly identified big-money fundraisers and the amounts they collect.

A review by The Associated Press of campaign records and other documents reveals hints about the vast national network of business leaders bringing in millions to elect Romney. The same month that Ross invited friends and colleagues to his home, for example, Romney's campaign received $317,000 from nearly 150 people who share Ross's exclusive ZIP code on Florida's east coast, according to Federal Election Commission records. That mysterious surge of donations outpaced all contributions to Romney during the previous year from the wealthy Palm Beach area, when the campaign collected $270,000 over nine months. Romney got $21,000 more from residents there in February.

Unlike President Barack Obama, Romney's campaign will not identify his major fundraisers, and federal law doesn't require him to. The AP identified several of Romney's "bundlers" through interviews, finance records, event invitations and other publicity about campaign events. The lack of transparency by the Romney campaign prevents voters from knowing who wields influence inside the GOP frontrunner's campaign and how their interests might benefit if he is elected. Romney is in California this week for at least five private fundraisers.

Bundlers are typically well-connected business and banking executives who tap their professional and social networks to steer individual contributions from others to the campaign in amounts that can range from $10,000 to well over $500,000. Experienced bundlers can reach these highest amounts quickly. Persuading 25 couples to attend a VIP reception with the candidate for $2,500 each ? the maximum an individual can give a campaign ? raises $125,000 in a single evening.

Even in the era of "super" political action committees, which can pull in millions of dollars in unlimited and effectively anonymous contributions to support candidates, bundlers are their own campaign forces. Unlike super PACs, which can't legally coordinate with candidates, bundlers raise large amounts deposited directly into a campaign's bank account ? money that can be spent to pay for salaries, get-out-the-vote efforts and advertising.

This presidential election is expected to be among the costliest ever. Obama's re-election campaign has raised just over $151 million. His campaign released the names of its bundlers in late January, and the list illustrates how important these elite fundraisers have become. More than 440 bundlers collected at least $75 million to help Obama win a second term, including 61 people who each raised at least half-million dollars.

Fundraising has been a bright spot for Romney during the bruising GOP primary. Romney has built a potent organization that has pulled in nearly $75 million. Two-thirds of the total ? nearly $49 million ? came from people who gave the $2,500 maximum, which can be indicative of contributions pulled together by bundlers. Just $6.5 million, or 9 percent, came from supporters who gave $200 or less. The emphasis on top-tier donations indicates an active network of fundraisers who are targeting high-end contributors.

"Romney is less focused on small donors than any other candidate at this stage of the campaign in recent memory," said Michael Malbin, director of the nonpartisan Campaign Finance Institute. "And that is parallel to a larger problem: He has not yet excited the passions of the kind of people who give small contributions or volunteer their time."

One prominent Romney supporter, Lewis M. Eisenberg, said that even with the rise of super PACs like Restore Our Future, which helped Romney pay for important advertising, the campaign is still dependent as ever on "hard money" that pays for salaries, state organizing, television ads, direct mailings and other expenses.

"It's fair to say we still haven't seen the clear impact of all the changes," said Eisenberg, co-chairman for Romney's campaign in Florida and John McCain's finance chairman in 2008. "What we do know is you still need the hard dollars that go to the campaign ? to deliver the direct message of the candidate and the campaign."

Federal law requires only that candidates identify bundlers who also are registered lobbyists, which the Romney campaign has done. Sixteen lobbyists representing a wide range of interests raised nearly $2.2 million for him last year, according to FEC records. Andrea Saul, a Romney spokeswoman, said the campaign discloses all the information about its donors required by law.

The AP's review identified dozens of people who fit the profile of a bundler for Romney. Many are listed on invitations for Romney fundraising events, assigned to mine their business and personal networks for maximum campaign contributions.

Several were the same mega-donors who gave million-dollar contributions to Restore Our Future, the independently run super PAC supporting Romney. Seven of the 15 millionaires and billionaires who gave $1 million to the super PAC have either hosted Romney fundraising events or joined his finance committees. They include Tiger Management head Julian Robertson, hedge fund founders Paul Singer and John Paulson, and businessmen William Koch, Francis Rooney and Frank VanderSloot.

Former Bain Capital executive Edward Conard, whose anonymous $1 million donation to the super PAC in August spurred controversy until he came forward publicly, was one of the lead fundraisers for a December Romney event in New York. Conard declined to detail his fundraising role for the campaign but said he "wouldn't have a problem" if the campaign identified Romney's bundlers.

New York's financial institutions are the hub of Romney's fundraising, ties that were forged during Romney's rise in the 1980s as founder of Bain Capital, the Boston-based private equity firm he directed until 1999. Over the past year, he has made regular stops at restaurants, hotels, law firms and private clubs in New York to collect donations. He is regularly joined by wealthy investment, hedge fund and banking executives who have signed on to run fundraisers.

One major Romney donor, who spoke on condition of anonymity to discuss fundraising practices behind the scenes, acknowledged that Romney financiers who serve as event hosts or are listed as members of campaign finance committees are likely Romney's bundlers and generally asked to raise a certain amount.

Romney's largest source of donations is employees at Goldman Sachs, the New York based investment and securities firm. More than $426,000 flowed into the Romney campaign in 2011 from individuals who identified themselves as Goldman Sachs managers or employees, and the Romney campaign has listed several senior or former Goldman Sachs executives as lead fundraisers of its campaign events, including John Whitehead, the firm's former chairman.

One top Goldman Sachs fundraiser is Muneer Satter of Chicago, a managing partner who heads the firm's Mezzanine Group. Satter was a co-chairman of Romney's national finance committee during his unsuccessful 2008 presidential bid. Satter was a lead fundraiser for at least two events for Romney in 2011, one in New York in December and another in Chicago in May, and gave $195,000 to the super PAC supporting Romney. Satter did not return several telephone messages from the AP.

Eisenberg, a senior advisor to the Kohlberg Kravis & Roberts private equity fund, would not say whether he was a bundler. But his activities bear the hallmarks of a major fundraiser.

A former finance chairman of the Republican National Committee and a $500,000-level bundler for McCain in 2008, Eisenberg was a lead fundraiser for Romney events in New York in October and December, and he hosted a reception at a New York law firm in late September. He also gave $25,000 to the super PAC supporting Romney, adding to a $100,000 donation to the group in February from KKR founder Henry Kravis. Donors listing KKR as their place of business gave $36,000 to Romney's campaign in 2011.

Two other major sources of Romney's campaign money are the New York investment bank JPMorgan Chase & Co. and Credit Suisse, the international bank based in Switzerland.

The former chairman of JPMorgan, William B. Harrison, was a lead fundraiser at a New York event for Romney in mid-December. Two executives of JPMorgan subsidiaries, Andy Sriubas and Reinier Prijten, were listed at events for Romney last fall. And four senior JPMorgan executives ? among them the bank's vice chairman, James B. Lee and former Republican Sen. Mel Martinez of Florida, now the firm's director of Florida, Central American and Caribbean operations ? hosted a separate December fundraiser for Romney.

In the two weeks before and after the December fundraisers, the Romney campaign received more than $60,000 in contributions from JPMorgan employees, according to federal election records.

The chairman of Credit Suisse in New York, Eric Varvel, was listed on invitations for two fundraisers for Romney in New York in October and December, as well as for a New York fundraiser earlier this month. The Romney campaign reportedly took in nearly $2 million from that event and another in New York that day.

Donors who listed their employer as JPMorgan accounted for $305,000 in contributions to Romney last year, according to campaign records. More than $283,000 came from individuals who identified Credit Suisse as their place of employment.

Bobbie Kilberg, chief executive officer of the Northern Virginia Technology Council in suburban Washington, helped collect more than $2.2 million and said she is "profoundly proud to be identified as a person who raises money for Mitt Romney."

Kilberg said she has worked with a team of Romney supporters who have held a series of fundraisers for him, including a June 29 event at the Ritz Carlton in Northern Virginia, which brought in nearly $350,000. An Oct. 25 gathering at her home in McLean, Va., raised $356,000. That was followed by another fundraiser that collected more than $1.5 million.

Daniel Dumezich, a partner with the Winston & Strawn law firm in Chicago, said he held fundraisers for Romney in Indiana. He also helped organize volunteers and supporters for the campaign. Dumezich said his goal was to inspire others to support Romney, encouraging them to write checks and to find others to give money. Dumezich said he doesn't mind being identified as supporting Romney. But he said he doesn't have an opinion about whether Romney's campaign should also disclose how much he and others are raising.

"I haven't thought about that," he said.

Brown Faces in White Places doing science (and wearing hoodies)

I was having a Twitter conversation with @LeafWarbler about being a lone brown face in a research setting.? I told him of my adventures in field research in rural Illinois (outside of Urbana-Champaign).? I was trapping small mammals on corn fields just off of a rural road. It became common for law enforcement to show up and check me out.? For each visit, I would have to explain that I had permission to be there (provide name of land owner), who I was, what I was doing (often having to show them the animals I had in hand to prove it), and wait. Wait for the call-in and confirmation.

After so many visits, one cop eventually said he?d leave a note with dispatch so that they would stop responding to calls about me.

LeafWarbler asked if I was wearing a hoodie (when the cops arrived while I was doing research); and I laughed because, yeah, I was.

Being stopped or suddenly surrounded by authorities isn?t a new thing to many researchers.? However, researchers of color who do research in the field (also outdoors men and women) have these kinds of stories to share, often.? We laugh about it, but it?s quite sad that something about ?us? ? hoodie or not, evokes such fear and suspicion.

Is it really the hoodie, like Geraldo Rivera suggests?

I donned my hoodie for Trayvon Martin.? Like so many other people I couldn?t believe how the law was interpreted and how George Zimmerman was allowed to walk away from killing this young man without so much as a Grand Jury trial.? And yes, it felt personal and real and quite possible for me.

This is my younger brother, known as the ?One Boy?, because he?s my mother?s (and father?s) only son.? My parents love all of us, but my brother evokes a hard to explain protection from them and from me and my sisters as well.? Perhaps it?s because he?s the youngest.? Perhaps it?s because we all worry about trouble finding him, getting hurt or getting that call that breaks hearts.?? It?s a fear that is all to real for most people I know from my Memphis neighborhood. I?ll admit I prefer him when he looks like this:all cleaned up. But something about his size, his booming voice, dark brown skin, and long locks while wearing a hoodie (like above) evoke suspicion in others, especially authority figures.? A year and a half ago, he and my cousin were approaching my sister?s front door when the cops began questioning without cause.? They were looking for someone who stayed next door to her, but decided they looked suspicious enough and they were taken into custody immediately.? The charge: ?Standing in the street?.? No kidding, I can?t make this up.? I know my brother?s dress didn?t help convince them that he wasn?t a gang member. (He was wearing a red hoodie ? his high school colors, in a known Blood neighborhood).? But I also know that city cops are known to harass and abuse young men for no real cause.? I beat the police to the police station which was only 4 blocks away and demanded to see my brother and cousin.? They weren?t there. In fact, the dispatcher had no record of any young men being picked up in the last 30 minutes.? I quickly whipped out my ?Dr title ?and called my ACLU lawyer friend.

Within moments, my brother and cousin were returned to my sister?s house, unharmed.? Maybe things turned out fine without my intervention; but the sad fact is, this is the life of many young men ? black, brown, even white.? Something about a certain style of dress and appearance evoke suspicion in some people. And everyday, poor (inner-city) people are abused or killed by cops and vigilantes like George Zimmerman.

I?m not sure of the psychology of this madness, but Melanie Tannenbaum addresses some of these demons with her Guest Blog post Trayvon Martin?s Psychological Killer: Why We See Guns That Aren?t There.

But to me, the banter around the topic really calls to mind this notion of Brown Faces in White Places.? Dr. Caroyn Finney wrote her dissertation on African-Americans and the great outdoors which included how people of color often have negative experiences because of the reactions of authorities or other visitors.? She became aware of this notion of place as a child. She grew up? on a 13-acre estate in a wealthy white neighborhood of Mamaroneck, N.Y., where her parents worked, taking care of the grounds and house.

It was, she recalls, ?a beautiful piece of property,? with flower and vegetable gardens, a lake, and a variety of fruit trees. The owners, who were there only on weekends and holidays, lived in ?what I call the big house.?
?I remember being 9, and walking home from school,? she says. ?There were always police patrolling the neighborhood, and one day there was a new policeman on patrol. When he saw me walking home he asked, ?Where are you going?? And I said, ?Oh, around the corner,? and I gave him the address. And he said, ?Do you work there???
Even in the recounting, Finney is incredulous. ?I?m 9,? she repeats. ?I said, ?No, I live there.? And so, reflecting back, I was completely out of place.?

And I imagine that is what is happening with so many of us who do science ? in the field or industry ? or work in academia.? Somehow, no one was expecting to see this face ? this brown face or young face or female face or male face or unkempt face or this hoodie-clad face, whatever it may be.? Oftentimes, persons of authority and persons of privilege (usually one in the same) have no problem descending upon us, questioning our presence in this place. Asking, nay, demanding that we justify our presence in a place. Behave in an acquiescent manner while we are being held up and distracted from our jobs or simply minding our law-abiding business, lest we be arrested or harmed. ?And until the possibility that any kind of face could be the one doing science or teaching class or leading project or walking down the street in a gated-community with Skittles and an Ice Tea, then we?re still likely to have conversations like these in the future.

Louisville in Final 4 with 72-68 win over Florida

(AP) ? Rick Pitino nudged out Billy Donovan for a spot in the Final Four on Saturday when his Louisville team finished the game on a 23-8 run for a 72-68 victory over Florida in the West Regional.

Chane Behanan hit the go-ahead basket with 1:04 left for fourth-seeded Louisville, then after two Cardinals free throws, Florida's Bradley Beal and Erving Walker each missed chances to tie.

The seventh-seeded Gators (26-11) fell in the regional semifinals for the second straight year, while Louisville (30-9) will go to the Final Four for the ninth time, and the second under Pitino.

Russ Smith led Louisville with 19 points and Behanan had 17. The Cardinals played the final 3:58 without point guard Peyton Siva, who fouled out.

The Gators shot 8 for 11 from 3-point range in the first half but didn't make one in the second.

Technique should become the new standard of care

Vienna, Austria: The use of ultrasound-guided surgery to remove tumours from women who have palpable breast cancer is much more successful than standard surgery in excising all the cancerous tissue while sparing as much healthy tissue as possible, according to the results of a randomised controlled trial.

As a consequence, researchers told the eighth European Breast Cancer Conference (EBCC-8) today (Friday) they expect their findings will change surgical practice and ultrasound-guided surgery (USS) should become the norm for excising palpable tumours i.e. those that can be felt and, at present, are excised "blindly", without visual aid from tools to help locate the precise position of the tumour during surgery.

When surgeons opt for breast conserving surgery and remove only the tumour rather than the whole breast, they need to include a margin of cancer-free tissue around the tumour during the surgery. This is so that they can be fairly sure that they have removed all the cancerous tissue in order to reduce the chance of local recurrence to a minimum when combined with standard radiotherapy. The margin of "healthy" tissue is analysed to check that it is free of cancer cells, and if it is not, then further surgery, or an additional radiotherapy boost may be required.

Dr Nicole Krekel, a PhD student in the department of surgical oncology and resident doctor in plastic and reconstructive surgery at VU University Medical Center in Amsterdam, The Netherlands, told the meeting: "Breast-conserving surgery for palpable breast cancer is generally performed with guidance from surgeon's palpation only, without help from intra-operative tumour localisation techniques. The standard method of surgery for non-palpable breast cancer involves a wire to identify the area of cancerous tissue that the surgeon needs to remove a technique known as wire localisation. Unfortunately, both methods of excision are associated with a high rate of margins that contain cancer cells, as well as the excision of excessively large volumes of tissue. Despite studies showing the benefits of USS over wire localisation for non-palpable breast cancer, remarkably USS has not been widely integrated into daily surgical practice. In contrast to non-palpable tumours, there has been little research into the use of USS for palpable breast cancer."

Dr Krekel and her colleagues randomised 124 patients with palpable early stage breast cancer to either USS or standard palpation-guided surgery (PGS). They found that among the 61 women in the USS group only 3.3% of the margins contained cancerous cells compared with 16.4% among the 63 women in the PGS group. As a result, USS resulted in a significant reduction in re-excisions, mastectomies and extra radiotherapy. The amount of healthy tissue removed in the USS group was smaller than in the PGS group (40 cubic centimetres versus 58 cc respectively).

By measuring the volume of the tissue excised during surgery and the actual tumour diameters, the researchers calculated the amount of excess healthy tissue that had been removed, which gave them the "calculated resection ratio" (CRR). A CRR of 1.0 would indicate the ideal amount of tissue had been removed, while a CRR of 2.0 would indicate that double the amount necessary had been removed. They found that the CRR in the USS group was 1.0 (ideal), while in the PGS group it was 1.9.

"Our results show that USS can prevent the unacceptably high rate of margins containing cancer cells in palpable breast cancer excision, thus avoiding subsequent surgery or radiotherapy. In addition, USS largely reduces the amount of unnecessary healthy breast tissue resection, thereby contributing to the improvement of cosmetic results," said Dr Krekel.

"The trial was only completed in February this year and the results are striking. By using USS, 96.7% of all tumours were excised with adequate, tumour-free margins, compared with only 83.4% in the PGS group, yet the volume of tissue excised was significantly smaller in the USS group.

"The clinical implications of our study are tremendous and we believe they should be included in international guidelines. Given the overwhelming advantages of ultrasound-guided surgery, 'blind', palpation-guided excisions should be completely replaced, with ultrasound-guided surgery becoming the standard of care for both palpable and non-palpable breast cancer surgery. The surgeon performing adequate ultrasound will clearly provide better surgical practice. It is therefore highly recommended for surgeons to learn the skills needed to perform USS."

Dr Krekel said the reason why USS was superior to PGS was because it enabled surgeons to see all round the tumour while they were performing the operation. "Intra-operative US enables the surgeon to optimally position the incision on the breast, and to operate under direct vision. This provides the surgeon with more precision in localising tumours and determining the size of the lesions than palpation alone, and allows intra-operative orientation, and assessment of surgical margins. It allows complete tumour removal, while continuously monitoring the maintenance of adequate, small resection margins without unnecessarily sacrificing healthy breast tissue. After excision, the completeness of tumour excision can be checked once again with US. The technique is non-invasive, simple, safe and effective, and can be easily learned, " she explained.

Professor David Cameron, from the University of Edinburgh (Edinburgh, UK), and chair of EBCC-8 said: "This study offers the promise of more successful breast conserving surgery for women with early breast cancer. If the pathologist reports that there is still cancer present at the margin of an excision, usually more surgery is needed: importantly, this study offers a way to reduce the chance of this. However, it is a report from only one hospital, and these findings need confirmation from other teams of surgeons before they should become standard practice."

Technique should become the new standard of care

Vienna, Austria: The use of ultrasound-guided surgery to remove tumours from women who have palpable breast cancer is much more successful than standard surgery in excising all the cancerous tissue while sparing as much healthy tissue as possible, according to the results of a randomised controlled trial.

As a consequence, researchers told the eighth European Breast Cancer Conference (EBCC-8) today (Friday) they expect their findings will change surgical practice and ultrasound-guided surgery (USS) should become the norm for excising palpable tumours i.e. those that can be felt and, at present, are excised "blindly", without visual aid from tools to help locate the precise position of the tumour during surgery.

When surgeons opt for breast conserving surgery and remove only the tumour rather than the whole breast, they need to include a margin of cancer-free tissue around the tumour during the surgery. This is so that they can be fairly sure that they have removed all the cancerous tissue in order to reduce the chance of local recurrence to a minimum when combined with standard radiotherapy. The margin of "healthy" tissue is analysed to check that it is free of cancer cells, and if it is not, then further surgery, or an additional radiotherapy boost may be required.

Dr Nicole Krekel, a PhD student in the department of surgical oncology and resident doctor in plastic and reconstructive surgery at VU University Medical Center in Amsterdam, The Netherlands, told the meeting: "Breast-conserving surgery for palpable breast cancer is generally performed with guidance from surgeon's palpation only, without help from intra-operative tumour localisation techniques. The standard method of surgery for non-palpable breast cancer involves a wire to identify the area of cancerous tissue that the surgeon needs to remove a technique known as wire localisation. Unfortunately, both methods of excision are associated with a high rate of margins that contain cancer cells, as well as the excision of excessively large volumes of tissue. Despite studies showing the benefits of USS over wire localisation for non-palpable breast cancer, remarkably USS has not been widely integrated into daily surgical practice. In contrast to non-palpable tumours, there has been little research into the use of USS for palpable breast cancer."

Dr Krekel and her colleagues randomised 124 patients with palpable early stage breast cancer to either USS or standard palpation-guided surgery (PGS). They found that among the 61 women in the USS group only 3.3% of the margins contained cancerous cells compared with 16.4% among the 63 women in the PGS group. As a result, USS resulted in a significant reduction in re-excisions, mastectomies and extra radiotherapy. The amount of healthy tissue removed in the USS group was smaller than in the PGS group (40 cubic centimetres versus 58 cc respectively).

By measuring the volume of the tissue excised during surgery and the actual tumour diameters, the researchers calculated the amount of excess healthy tissue that had been removed, which gave them the "calculated resection ratio" (CRR). A CRR of 1.0 would indicate the ideal amount of tissue had been removed, while a CRR of 2.0 would indicate that double the amount necessary had been removed. They found that the CRR in the USS group was 1.0 (ideal), while in the PGS group it was 1.9.

"Our results show that USS can prevent the unacceptably high rate of margins containing cancer cells in palpable breast cancer excision, thus avoiding subsequent surgery or radiotherapy. In addition, USS largely reduces the amount of unnecessary healthy breast tissue resection, thereby contributing to the improvement of cosmetic results," said Dr Krekel.

"The trial was only completed in February this year and the results are striking. By using USS, 96.7% of all tumours were excised with adequate, tumour-free margins, compared with only 83.4% in the PGS group, yet the volume of tissue excised was significantly smaller in the USS group.

"The clinical implications of our study are tremendous and we believe they should be included in international guidelines. Given the overwhelming advantages of ultrasound-guided surgery, 'blind', palpation-guided excisions should be completely replaced, with ultrasound-guided surgery becoming the standard of care for both palpable and non-palpable breast cancer surgery. The surgeon performing adequate ultrasound will clearly provide better surgical practice. It is therefore highly recommended for surgeons to learn the skills needed to perform USS."

Dr Krekel said the reason why USS was superior to PGS was because it enabled surgeons to see all round the tumour while they were performing the operation. "Intra-operative US enables the surgeon to optimally position the incision on the breast, and to operate under direct vision. This provides the surgeon with more precision in localising tumours and determining the size of the lesions than palpation alone, and allows intra-operative orientation, and assessment of surgical margins. It allows complete tumour removal, while continuously monitoring the maintenance of adequate, small resection margins without unnecessarily sacrificing healthy breast tissue. After excision, the completeness of tumour excision can be checked once again with US. The technique is non-invasive, simple, safe and effective, and can be easily learned, " she explained.

Professor David Cameron, from the University of Edinburgh (Edinburgh, UK), and chair of EBCC-8 said: "This study offers the promise of more successful breast conserving surgery for women with early breast cancer. If the pathologist reports that there is still cancer present at the margin of an excision, usually more surgery is needed: importantly, this study offers a way to reduce the chance of this. However, it is a report from only one hospital, and these findings need confirmation from other teams of surgeons before they should become standard practice."

US companies lose as sanctions strangle Iran

Like everyone, Iranians need diapers. Fred Harrington has built a business by selling Iran the raw materials to make them.

The Redmond, Washington, businessman, who exports to Iran under a humanitarian license from the U.S. Treasury Department, says he is owed close to $3.8 million by Iranian companies who cannot pay him because of the latest U.S. and European Union sanctions.

He is not alone.

U.S. firms from major drug makers like Merck & Co. to mom-and-pop outfits like Harrington's American Pulp & Paper Corp. are finding it hard to get paid even for medicines and other humanitarian exports explicitly allowed by the U.S. Treasury, according to officials, sanctions lawyers and the companies.

"Everything from aspirin to multivitamins - you name it - it's all jammed up,'' said Cari Stinebower, an international trade lawyer with Crowell & Moring, a Washington, D.C.-based law firm, and a former counsel for the Treasury Department's Office of Foreign Assets Control (OFAC).

The payments gridlock is a testament to the effectiveness of the latest round of financial sanctions, which aim to force Iran to curb its nuclear program and which have made the Iranian banking sector even more radioactive for major global banks.

But they also undercut the long-standing U.S. argument that its sanctions are not meant to squeeze the Iranian people but rather the Islamic republic's leaders and their suspected pursuit of nuclear weapons.

"I am not against punishing Iran for being a rogue country but the United States, or the Europeans, when they start imposing sanctions, then they must consider, also their own companies,'' Harrington said.

Harrington, an Iranian American who changed his name from Farhad Fouroohi, had to lay off three people in February because of the payments delays, cutting his staff from seven to four.

Lawyers decry outsize impact
While a new U.S. law targeting financial institutions that deal with the central bank of Iran has garnered much attention, sanctions lawyers said the Jan. 23 blacklisting of one Iranian bank had a more immediate, sharp effect on humanitarian trade.

Bank Tejarat, Iran's third-largest bank, was "designated'' ? or blacklisted ? under a U.S. executive order targeting people and companies that promote the proliferation of weapons of mass destruction as well as their support networks.

The action has the effect of cutting them off from the U.S. financial system, along with any bank who deals with them ? a risk that many banks find impossible to take.

Over the last five years, the Treasury has blacklisted 23 such Iranian-linked entities, gradually squeezing Iran's ability to do business with the world.

Tejarat's blacklisting has had an outsize impact, sanctions lawyers said, because it had been the last major Iranian bank available for legal trade with Iran. With it now off limits, companies are having to sift through smaller banks to find some that can carry out the transactions ? which is no mean feat.

"That has had a huge ripple effect,'' said Douglas Jacobson, a Washington attorney who focuses on sanctions work.

"On the one hand, you can get a license. The government is saying, 'OK you can sell.' But the practical reality is that you can't get paid,'' he added.

The lawyer said one of his clients is out several hundred thousand dollars because of the Tejarat blacklisting and that he knows of several medical companies that have stopped exporting to Iran because of the payment problems.

"Where you had a small window of opportunity previously, that window is now almost completely closed,'' said Erich Ferrari, another lawyer who specializes in trade sanctions.

The decision on Thursday by Belgium-based SWIFT, the world's biggest electronic payment system, to expel all Iranian banks blacklisted by the European Union, may make it even harder to conduct transactions, sanctions lawyers said.

The United States has gradually tightened sanctions because of Iran's failure to answer questions about its nuclear program, which Washington and its allies suspect is a cover to develop nuclear weapons. Iran says it is solely to generate power.

The sanctions became much tougher when President Barack Obama on Dec. 31 signed a law designed to choke off Iran's oil sales by threatening to cut off foreign banks from the U.S. financial system if they dealt with Iran's central bank.

Merck & Co., the world's third-largest pharmaceuticals company, said it has licenses to sell Iran products to treat diabetes, cancer, respiratory illnesses and infections.

"(Merck) has experienced a challenging situation in 2012 in terms of securing payments for goods shipped,'' said Merck spokeswoman Kelley Dougherty, adding the company was open to ideas to "facilitate exports of humanitarian goods, including medicines,'' in accordance with U.S. law and regulations.

Pfizer Inc, the world's largest pharmaceuticals maker whose flagship products include the cholesterol-lowering drug Lipitor, acknowledged challenges in getting paid for Iranian sales, saying it would work through them. Both Merck and Pfizer declined to provide details.

"There is some turbulence right now,'' said Pfizer spokesman Peter O'Toole, saying the company wished to ensure that Iranian patients have access to needed medications. "If we have to work through a little turbulence, that's what we'll do.''

A Treasury Department official who spoke on condition of anonymity said its approach on humanitarian exports to Iran had not changed, though he did not directly address questions about the difficulty that U.S. companies were having getting paid.

"There's been no decrease in applications to OFAC to export humanitarian items to Iran,'' the spokesman added. "The recent sanctions imposed on Iran have not changed our approach to the export of food, medicine and medical devices to Iran.''

For companies such as Pfizer or Merck, exports to Iran are a tiny fraction of their worldwide business.

If ordinary Iranians ultimately suffer shortages of drugs and medical devices, the Iranian government may use it to score public relations points with their own people against the West, much as former Iraqi dictator Saddam Hussein did in Iraq.

"They need to defend their position to their own population. They need to continue to create this image of an international community that is implacably aligned against the interests of a defenseless Iran,'' said Suzanne Maloney, a senior fellow at the Brookings Institution's Saban Center for Middle East Policy.

"This kind of imagery would play into that and it'll have a certain resonance among Iranians who have a long experience with sanctions, resent the impact of sanctions on ordinary citizens and believe ... the government is well able to insulate itself.''

'Washington's ears clogged'
The United States bars virtually all trade with Iran. It cut diplomatic ties with Iran in 1980 after Iranian students seized its embassy in Tehran and ultimately held 52 Americans hostage for 444 days.

Last year, the United States exported only $229.5 million worth of goods to Iran.

"Woodpulp and pulpwood,'' which includes the raw material for diapers, accounted for $57.9 million, followed by $50.1 million for pharmaceuticals, $29.5 million for plastics, $23.4 million for unmanufactured farm products and $22 million for medical devices, according to U.S. Commerce Department data.

Under U.S. law, the export of diapers to Iran is not allowed but the export of fluff pulp, their key component, is, creating an opportunity for Harrington to sell it to Iran.

Of the $26.6 million in sales his company had last year, Iran accounted for roughly 70 percent.

The impact has been so big that Harrington wrote Obama a plaintive letter on Feb. 9, saying the latest U.S. sanctions "have virtually stopped our business overnight.''

"We would appreciate your comments and any suggestions as to what we could possibly do at this point,'' Harrington wrote.

"From our perspective, it would seem that there is nothing left to be done except to close our doors.''

Harrington, who argues there should have been a "wind-down'' period to clear existing payments, has received no reply.

"We have not received any reaction and I don't expect to,'' he said. "Washington's ears are clogged. They don't hear it at all.''

The deal sends one of the league's most popular players to its biggest market and spells the end to one of the wildest chapters in NFL offseason history.

Drafted by the Broncos in 2010, Heisman winner Tebow was promoted into the starting lineup ahead of struggling Kyle Orton six games into last season.

Despite unorthodox mechanics, Tebow's penchant for late-game heroics helped propel Denver to an AFC West title and a playoff win against Pittsburgh.

Tebow also helped energize a Broncos fan base that was becoming increasingly frustrated at the franchise’s ineptitude over the previous 10 seasons.

The devout Christian's religious views and on-field prayers sparked controversy and even some ridicule, but also endeared him to millions of fans.

Still, be didn’t show enough promise as an NFL quarterback to convince Broncos management that he had the potential to become a franchise player.

Denver was willing to go into 2012 with Tebow starting, but when Manning was released by Indianapolis earlier this month, the Broncos moved quickly.

On the Jets, Tebow will theoretically compete for the starting job with Mark Sanchez. Tebow has three years left on a five-year, $9.8 million contract.

Airline passengers may get a break on electronics

WASHINGTON (AP) ? The government is taking a tentative step toward making it easier for airlines to allow passengers to use personal electronic devices such as tablets, e-readers and music players during takeoffs and landings.

The Federal Aviation Administration said Monday it is "exploring ways to bring together all of the key stakeholders involved" ? including airlines, aircraft manufacturers, consumer electronics makers, and flight attendant unions ? to discuss whether there are practical ways to test devices to see if they are safe for passengers to use during critical phases of flight.

Technically, FAA rules already permit any airline to test specific makes and models to determine if they generate enough power that they could interfere with sensitive cockpit radios, navigation instruments and other critical equipment. But few airlines have done that kind of extensive testing because there are so many devices, and testing them all ? or even many ? isn't practical.

Instead, the fallback position has been to comply with FAA rules requiring passengers to turn off all electronic devices while the aircraft's altitude is below 10,000 feet.

Even if a device were tested and approved for use today, later iterations of the same machine might be different enough that they'd have to be tested again. Today's Apple iPad, for example, isn't the same as the original iPad developed three years ago.

"Can any device do this? The answer is no. All devices are not created equal. Some have more power than others," said Kevin Hiatt, chief operating officer of the industry-supported Flight Safety Foundation of Alexandria, Va.

Another concern is the "additive effects" of a planeload of 200 people using devices at once versus one passenger using a device, said Kenny Kirchoff, senior research and development engineer at the Boeing Co.

Recently manufactured planes have more shielding built into their wiring and other electronic equipment to prevent most electromagnetic interference, but planes that pre-date the early 1990s don't have nearly as much shielding, he said.

While acknowledging "this is an area of consumer interest," the FAA said in a statement that "no changes will be made until we are certain they will not impact safety and security."

Steve Lott, a spokesman for Airlines for America, a trade association for major carriers, said airlines would "work cooperatively with the FAA on any opportunities to evaluate personal electronic devices to ensure customers can use these products safely during flight."

One device that won't be included in the discussions: Cell phones, including smartphones. Another government agency ? the Federal Communications Commission ? already prohibits their use aloft for reasons unrelated to safety concerns. Because planes travel at hundreds of miles per hour, cellphones on airliners could skip so rapidly from cell tower to cell tower that they might interfere with the service of phone users on the ground, aviation experts said.

Consumer demand to use personal electronics at all times on board planes has been increasing, especially on flights with long delays waiting for takeoff.

A study released in January by Chaddick Institute for Metropolitan Development at DePaul University in Chicago found that tablet use on commercial flights is growing rapidly. An estimated one in twelve airline passengers are using a tablet, the study said.

"We estimate that 'technology-available time' is reduced by about 30 percent on short flights ? or more on really short flights ? due to prohibitions on use the devices at takeoff and landing," Joseph Schwieterman, director of the institute, said.

At the same time, American Airlines has received FAA permission for some of their pilots to use iPads in cockpits. Such "electronic flight bags" are an alternative to hauling around pounds of paper operating manuals and navigation charts.

"The average passenger starts to think, 'Wait a minute. If they're using them in the cockpit, why can't I use them in the cabin?' " Hiatt, a former airline pilot, said.

There have also been several high-profile scraps between passengers and cabin crews over use of the devices. Actor Alec Baldwin was booted off an American Airlines flight in Los Angeles in December for refusing to quit playing a word game on his cell phone after a flight attendant ordered him to shut down the device.

Clint Eastwood's family is ready for its close-up -- in reality television!

Yup, cameras have been rolling at the legendary filmmaker's home in Carmel, Calif.

"Mrs. Eastwood & Company," a 10-part series that centers on Eastwood's wife, Dina, and daughters Morgan and Francesca (her mom is Frances Fisher, but she also calls Dina "Mom"), premieres on E! on May 20.

"I know my limitations with Clint so I don't push him too hard," Dina told me in an exclusive interview.

Dina has no plans to become a Real Housewife of Carmel. Instead she's hoping the show will help launch Overtone, an a cappella group of six young men that she now manages after moving them into the Eastwoods' home from their native -- ready for this? -- South Africa.

"I found them when Clint was filming 'Invictus,' " Dina explained. "I flipped out for them. I said, 'I'm moving them over here.' From the day they got off the plane, everyone said, 'This has to be a show.' "

Don't expect to see any table flipping. "There isn't going to be slapping or fighting," Dina said.

Maybe so, but what about car crashes?

Overtone had only been in the states for three days when one of the guys accidently crashed Clint's brand new Mercedes into the front of a grocery store.

We imagine Clint wasn't too thrilled, but it certainly makes for good reality television.

ReCellular's headquarters toured by iFixit, recycling and redistribution gets a closer look

ReCellular's hardly a new name in the recycling universe, but as more and more individuals toss their dumbphone for a smarter alternative, the Ann Arbor-based outfit is seeing a new wave of interest. iFixit, a company that thrives on tearing down gadgetry both new and old in order to inform people of their repair and upgrade options, recently had the opportunity to tour ReCellular's monolithic warehouse, where some 10,000 used phones are processed every 24 hours. The tour also included a bit of back-and-forth with the founder, who isn't against the seemingly endless churn of devices. In fact, he quips that "we have the right to get a phone that's smaller and a prettier color if we want," insinuating that ReCellular simply exists to provide a better home to older gizmos than in some landfill. Perhaps surprisingly, Chuck Newman even confesses that the whole "environmental message" isn't very effective, which is why it distributes prepaid envelopes to encourage recycling that would probably not happen otherwise.
