Italy center-left ally says EU must loosen budget rules

ROME (Reuters) - A leading member of Italy's center-left coalition, frontrunner in polls for this weekend's election, said on Thursday the country should seek revisions of European Union budget rules.

"We have a duty to renegotiate the fiscal compact," Nichi Vendola, leader of the Left Ecology Freedom party (SEL), told a briefing for foreign reporters. "Europe needs expansive economic policies."

Some investors fear that Vendola will push a center-left government too far to the left and prevent a coalition agreement with outgoing Prime Minister Mario Monti, which is seen as the most market-friendly election outcome.

He is one of several front-line members of the center-left bloc who say the fiscal compact, a EU treaty imposing fiscal discipline and balanced budgets, will hamper Italy's recovery from its longest recession in two decades.

Vendola is the main coalition ally of Pier Luigi Bersani's Democratic Party (PD), which had a more than 5 point lead over Silvio Berlusconi's center-right when a polling blackout ahead of this weekend's election started on February 9.

While Bersani generally has tried to maintain good relations with Monti, Vendola and the prime minister have traded barbs throughout the election campaign.

"Monti's year in government left the country wounded," Vendola said on Thursday. "Austerity must be loosened to restore necessary oxygen to an economy that is out of breath."

Monti helped restore market confidence in Italy with an austerity drive when he was appointed in 2011 to head off a Greek-style debt crisis.

He sharply raised taxes and raised the retirement age to try to put accounts back on track, but the measures further weakened an economy already in recession.

Monti, now leader of a centrist bloc, may end up a Vendola ally after the vote if the center-left needs help to form a stable majority, despite the attacks during the campaign.

Monti has said Bersani should dump his coalition partner because he will hold up reforms that the euro zone's most sluggish economy desperately needs, while Vendola has accused Monti of stifling growth and driving up unemployment.

"I have no idiosyncratic personal beef with Monti," Vendola said. "If the center-left is not self-sufficient after the vote, we'll have to see if there is a majority in parliament that supports our agenda."

Bersani has said he will continue along Monti's path of fiscal prudence, while easing the tax burden on workers and pensioners. Monti has said he is willing to ally with "reformist" forces after the election.

Comet warms up for its turn in spotlight

The first of two comets expected to make a splash this year is already putting on a good show for Southern Hemisphere skywatchers ? and by the time it makes its appearance in northern skies, Comet PanSTARRS should be visible to the naked eye.

C/2011 L4 PanSTARRS, which was discovered in 2011 by the Pan-STARRS telescope in Hawaii,?isn't expected to be as much of a spectacle as Comet ISON, which could get as bright as the full moon in November. But it's on track to reach a brightness of at least magnitude 2 in early March. That's roughly equivalent to the brightness of Polaris, the North Star.


"This?comet definitely is a dynamically new comet, so we do have the wild-card factor in there," Karl Battams of the Naval Research Laboratory told NBC News in an email. "In an ordinary year, this comet would be grabbing the headlines, but most people are so worked up over ISON that this one is getting short-changed a little. It should be a good one though. ... For us urban dwellers, we might need to dust off the binoculars to get a decent look."

Battams and other astronomers say PanSTARRS is a special case because it's apparently coming in from the Oort Cloud on the solar system's edge to make its first swing through the inner solar system. That's what makes PanSTARRS a wild card: There's a chance that the comet will get brighter than expected, or stay dimmer than expected, when it wheels around the sun.?"Comets do love to surprise us," Battams said.

Right now, the comet is on display only in the Southern Hemisphere, at the edge of naked-eye visibility under optimal conditions (magnitude 5 to 6). Pictures taken through telescopes, such as the shots you see here from Pampaskies.com's Ignacio Diaz Bobillo in Argentina and amateur astronomer Terry Lovejoy in Australia, are already showing a fanlike double tail. One of the tails is a stream of dust illuminated by the sun, while the other is a glowing stream of ionized gas.

PanSTARRS should start showing up in the Northern Hemisphere around March 7. "To see it, you will need an unobstructed, cloudless view of the western horizon," the University of Hawaii's Institute for Astronomy said. "It is best to pick a dark spot, away from streetlights. Look in the direction of the sunset just after the sun has gone down. The comet will be just above the horizon."

It'll be tricky to spot the comet because of the glare of the twilight sky, and even trickier after March 12, when the light of the moon will start interfering. You'll definitely need binoculars to see the tails. Actually, March 12 or 13 might be the best time for your comet-viewing, picture-taking party, because PanSTARRS should be visible alongside a pretty crescent moon in western skies.

"By the end of March, the comet will no longer be visible in the evening sky, but if you get up early, you may be able to see it in the eastern sky just before sunrise," the institute said. "However, by then the comet will be farther from both the sun and Earth, and will therefore be fainter."

When PanSTARR fades, keep your binoculars in a handy place. You'll want to bring them out again for this year's other sky highlights, including the advent of Comet ISON in November.

Costume designers say best-dressed movies are "Anna Karenina," "Mirror Mirror," "Skyfall"

LOS ANGELES (TheWrap.com) - The best-looking movies of 2012 are "Anna Karenina," "Skyfall" and "Mirror Mirror," said the Costume Designers Guild on Tuesday night.

In the final guild ceremony of awards season, "Anna Karenina" won in the Excellence in Period Film category, while "Skyfall" was honored for Excellence in Contemporary Film and "Mirror Mirror" for Excellence in Fantasy Film.

Of the three winners, two - "Anna Karenina" and "Mirror Mirror" - are also nominated for the costume-design Oscar. Over the past eight years, the Oscar winner has coincided with the CDG's period-film winner three times and its fantasy-film winner once.

The "Mirror Mirror" costume designer, Eiko Ishioka, passed away last January and won her award posthumously.

On the television side, awards went to "Smash," "Downton Abbey" and "American Horror Story: Asylum."

Judianna Makovsky, who won an award for her work on the "Captain Morgan Black" television commercial, also received the guild's Career Achievement Award, as did Eduardo Castro.

Anne Hathaway was given the LACOSTE Spotlight Award, while "Saturday Night Live" producer Lorne Michaels received the Distinguished Collaborator Award.

The show took place at the Beverly Hilton Hotel and was hosted by Joel McHale. Presenters included Steve Martin, Russell Crowe, Shirley MacLaine and Amy Poehler.

Canada Safeway burger recall due to E.coli food concerns

The Canada Safeway burger recall was initiated after E.coli testing during an ongoing food safety investigation at a meat production facility.

The Canadian Food Inspection Agency (CFIA) and Canada Safeway have warned people against consumption of The Gourmet Meat Shoppe and The Butcher?s Cut?brands of frozen beef burgers?as they may have been contaminated with E.coli O157:H7 bacteria.

The Safeway burger recall includes meat was produced at Cardinal Meat Specialists in Ontario and the five brands have a best before date of Aug. 14, 2013.

These products have been distributed in Ontario, Manitoba, Saskatchewan, Alberta, British Columbia and the Northwest Territories.

Safeway has voluntarily recalled the affected products from its stores in the markets due to the E.coli food concerns.

The CFIA said that the recall is a result of E.coli testing related to an ongoing food safety investigation at a facility which produces the meat. Testing will continue to see if any other products are affected.

Food contaminated with E.coli O157:H7 may not look or smell spoiled.

Consumption of food contaminated with these bacteria may cause serious and potentially life-threatening illnesses. The symptoms include severe abdominal pain and bloody diarrhea.

Some people may have seizures or strokes and some may need blood transfusions and kidney dialysis. Others may live with permanent kidney damage. In severe cases of illness, people may die.

Last fall, officials linked an E.coli outbreak to a batch of Butcher?s Choice beef brand burgers sold across Canada.

In Oct. 2012, the Public Health Agency of Canada (PHAC) confirmed 11 E.coli illnesses across four provinces, linking them to the massive beef recall associated with products originating from XL Foods? Brooks, Alta. facility.

While one case was reported in British Columbia, seven cases were in Alberta, two in Quebec, and one in Newfoundland and Labrador.

In Sept. 2012, ground beef possibly contaminated with E.coli and sold at a number of grocers throughout Alberta and across Canada was recalled after the CIFA issued an alert asking the public, distributors and food service establishments not to consume, sell, or serve the ground beef products because the products may be contaminated with E.coli O157:H7.

10 Steps To Write And Publish Your Non-Fiction Book | The Creative ...

Four years ago I wrote and published my first non-fiction book on Career Change (recently rewritten and updated). I learned so much during the process that I started this site and since then it has been my mission to help people release the book inside.

A year ago, successful business-woman Lotwina Farodoye attended one of my full day events in London and now she has her own book, Fruitful Business, out there. Today she shares what she has learned on the journey.

You?ve probably heard the phrase ?there is a book inside all of us?.? For me this was true, but rather than ?whether? to write, my dilemma consisted of ?what to write? and ?how to get started? because I had several ideas and concepts inside of me bursting to get out. I knew I would need to narrow it down if I was to ever reach my goal of becoming a published author.

Attending Joanna?s non-fiction book writing workshop helped me to clarify my thoughts and fashion out a successful path to publishing my book. Here are the steps I found most useful.

1) Decide what you will write

Go with what you know most about and are most passionate about.? This way you will be both engaging and authentic. As a non-fiction author, people? expect? truth, either from your experience or knowledge so you need to write with authority on your subject matter

Your non-fiction book can help to position you as an expert in your field, open doors in your career including speaking engagements, as well as gain you more clients, so choose a topic that you want to be associated with now and in the future, rather than a past endeavor that is no longer current.

Write what?s relevant to your target readership. You can do this in many ways for example by addressing a problem or need, clearing up an area of ambiguity, presenting new information, or presenting existing information in a fresh way by applying it to different contexts.

When I wrote my book, I decided to base it on the topic I?m most passionate about and have significant experience on, which is How to Start a Business.? I knew my content would be relevant to my target readership because I used each chapter to address the questions I get asked most frequently, especially when I?m speaking at conferences, which is a strong indication of what my target audience would like to know.

2) Make a chapter plan

Flesh out a plan for each chapter at the beginning of the writing project. Your chapter plan should include the topics you are going to cover within in each chapter and as well as the subtopics, and any examples you plan to use to support your concepts, theories and ideas.

A chapter plan can take many forms, while some prefer flow charts or lists, others prefer spider diagrams or mind maps. As long as you can read and understand your plan for each chapter then it?s right for you.

My chapter plans were in the form of mind maps. Each chapter plan looked like a spider?s web with the central theme in the middle, and strands radiating from the middle on which I wrote my subheadings, with further strands as examples. I found that the hours I spent up front producing my chapter plans paid off as once I started writing, I could keep going until all of the concepts and ideas I?d brainstormed at the beginning of my project were exhausted.

Your plan enables you to know where you?re heading with your book so that you write in a focused manner and don?t go off on a tangent.? Also, by making a plan at the beginning of your project, you are less likely to dry up or run out of words as you progress.

When you?ve finished writing about the topics in the first section of the plan, you simply tick the off and move on to writing the next topic that you?ve earmarked.? This is particularly useful if you?ve taken a break in your writing for any length of time, you always now where you left off and can resume quickly.

3) Make a time plan, the shorter the better

With many fiction authors spending years penning their books, non-fiction deadlines need to be shorter simply because we are living in a digital age with knowledge advancing at breakneck speed. Taking years to write a non-fiction book could render it?s concepts out of date pretty quickly.? As a general rule of thumb, aim for three to six months to complete your first full draft and aim to publish within the year. You can always release a new, updated version later.

4) Buddy Up!

Writing a book can be a lonely business. It can be a great help to have a like-minded person to be accountable to. This could be anyone, but preferably someone who is also undertaking or has undertaken a writing project as they will be able to empathize with you and find mutual encouragement.

Being able to pick up the phone for a chat, or meeting up for a coffee can go a long way to lightening the writing process. Discussing your writing targets with your buddy will keep them at the forefront of your mind and spur you on. You can find writing ?buddies? through joining your local writers circle, or joining a writers ?meet up?, or on a course, or even persuade a friend to start a writing project.

Knowing that I had buddies that would ring me to ask me my progress on the book front helped keep me on track.? When I made progress it was great to have buddies to celebrate with knowing I was spurring them on too.? I found my buddies on the writing course I attended and still enjoy keeping in touch even though I?ve now completed my book.

5)? Don?t look back

Once you have your chapter plans in place, start writing and keep going forward.? Don?t look back to re-read what you?ve written or you might keep tweaking it and risk getting stuck in ?tweaking mode? .? Instead, finish writing out all that you have in your plans so that you complete the first draft of your manuscript.? Once you have your manuscript, you can re-read it in order to tweak, improve, re-phrase and tighten up in places.

Once you?ve improved your manuscript as best you can you are ready to send it to ?beta readers?. Beta readers are people in your target audience that will give you their honest opinion on your work. Be open minded about the comments you receive back and use them to polish your draft to the best it can be getting it to final status, ready for a professional editor.

6) Use a professional editor

7) Include references back to your website

Within your book, make sure you ask readers to refer back to your website for information that you would like to include in your book but are conscious may be subject to change or date quickly, e.g. references to legislation or professional associations. That way you can update the information on the website rather than having to re-submit files of your book.

Directing people back to your website also means that people will be more likely to sign up for your newsletter and you?ll be able to communicate with them directly over time. For non-fiction writers, this is important as extra revenue will come from speaking engagements or sale of other products/services.

8) Produce both paperback and ebook

Where my non-fiction book is concerned, I?ve sold more paperbacks than ebooks which is common if you have a speaking platform or a physical community of people to market to.

Paperbacks are easy to produce via print on demand services. I used Amazon?s Createspace for my paperback and Amazon KDP for my Kindle version. Both platforms were easy to understand and use. [See How to Publish A Book 101 for more details]

9) Get a great looking cover that is suitable for your genre

Non-fiction books tend to have simpler cleaner looking covers versus fiction, some simply with text.

Sony 70-200mm f/2.8 Telephoto Zoom Lens


If you're an event shooter with a Sony camera system, it's likely that the Sony 70-200mm f/2.8 Telephoto Zoom Lens ($1,999.99 direct) is a lens that is essential to your kit. It retains a maximum f/2.8 aperture throughout its zoom range, and is quite sharp. If you can't justify its price, Sony also sells as slower, but longer zooming, 70-300mm f/4.5-5.6 for around $900.

The lens features a light gray finish, with black focus and zoom rings. It's big, measuring 7.75 by 3.5 inches (HD), and heavy at just under 3 pounds. There is a tripod collar, which lets you mount the lens directly to a tripod or monopod. This provides better weight distribution and balance, lessening stress on your camera's lens mount. There are a number of switches on the lens?one to toggle auto and manual focus, one to let the camera control Direct Manual Focus or to engage it full time, and one to choose a limited focus range (3 meters to infinity) or to let the camera's autofocus system range from its minimum focal distance of 1.2 meters to infinity.

Direct Manual Focus lets you override an autofocus lock by manually adjusting the focus ring. It's useful for times when your camera has locked focus, but your subject has moved a little bit and it is quicker to adjust manually rather than to attempt to reacquire an autofocus lock. There are also three gray buttons on the lens?holding any of these will lock focus to the current point, overriding your camera's autofocus system.

The lens has an internal zoom and focus mechanism, so it doesn't move in or out when doing either. This makes it possible to use a circular polarizer, since the front element doesn't rotate, its effects will remain the same until you adjust the filter. The filter thread is 77mm in size, and the included hood has a retractable access panel so you can adjust the polarizer without sacrificing the increased contrast and flare protection that the hood provides.

I used Imatest to check the sharpness and distortion characteristics of the lens using the full-frame Sony Alpha 99. It exceeds the 1,800 lines per picture height required for a sharp photo throughout its zoom range, even at its maximum f/2.8 aperture. At 70mm it records 2,130 lines, manages 2,109 at 135mm, and drops to 1,975 at 200mm. Resolution increases steadily as you stop down, peaking at f/8, where it crosses the 2,300 line mark at each tested focal length. Distortion is a minor issue, it records 1.7 percent barrel distortion at 70mm and shows 1.5 percent pincushion at 200mm. This can be corrected in software, for those times when slightly curved lines will harm the quality of your photo. The 70-300mm f/4.5-5.6 is slower, but it is also plenty sharp?we tested it at 70mm and 135mm on the APS-C Sony Alpha 65 and it topped 2,000 lines at both focal lengths.

If you need an f/2.8 zoom, and if you're making money shooting weddings and other events with a Sony SLR system you likely do, the Sony 70-200mm f/2.8 Telephoto Zoom Lens will not disappoint in terms of handling or image quality. It's well-built and the images it captures are impressive. If you can live with a slower aperture, the 70-300mm is a viable alternative, for less than half the price, but at its best it's more than a full f-stop slower, and two stops slower at its maximum zoom.

Pentagon notifies Congress of likely furloughs

(AP) ? Defense Secretary Leon Panetta told Congress on Wednesday that if automatic government spending cuts kick in on March 1 he may have to shorten the workweek for the "vast majority" of the Defense Department's 800,000 civilian workers.

They would lose one day of work per week, or 20 percent of their pay, for up to 22 weeks, probably starting in late April.

To dispel the notion that this is mainly a problem for the nation's capital, the Pentagon's budget chief, Robert Hale, told reporters that the economic impact would be felt nationwide. The biggest potential losses, in term of total civilian payroll dollars, would be in Virginia, California, Maryland, Texas and Georgia, according to figures provided by the Pentagon.

Hale said the unpaid leaves for civilian workers would begin in late April and would save $4 billion to $5 billion if extended through the end of the budget year, Sept. 30. That is only a fraction of the $46 billion the Pentagon would have to cut this budget year unless a deficit-reduction deal is reached.

Panetta also said the across-the-board spending reductions would "put us on a path toward a hollow force," meaning a military incapable of fulfilling all of its missions.

In a written message to employees, Panetta said that he notified members of Congress Wednesday that if the White House and Congress cannot strike a deficit reduction deal before March 1 to avoid the furloughs, all affected workers will get at least 30 days' advance notice.

"In the event of sequestration we will do everything we can to be able to continue to perform our core mission of providing for the security of the United States, but there is no mistaking that the rigid nature of the cuts forced upon this department, and their scale, will result in a serious erosion of readiness across the force," Panetta wrote.

Adding his voice to the budget debate, Secretary of State John Kerry said the fiscal impasse is a serious threat to American credibility around the world.

"Think about it: It is hard to tell the leadership of any number of countries that they have to resolve their economic issues if we don't resolve our own," Kerry said Wednesday at the University of Virginia.

House Speaker John Boehner put the blame on Obama and said he agrees with Panetta that automatic spending cuts would devastate the military.

Boehner released a copy of Panetta's letter formally notifying Congress that the Pentagon will have to consider furloughing a large portion of its civilian workforce if sequestration kicks in.

"The furloughs contemplated by this notice will do real harm to our national security," Panetta wrote in his congressional notification letter, adding that it would make troops less ready for combat and slow the acquisition of important weapons.

"Overall, sequestration will put us on a path toward a hollow force and inflict serious damage on our national security," Panetta wrote.

Panetta was flying Wednesday to Brussels to attend a NATO defense ministers meeting. Spokesman George Little told reporters en route that Panetta would tell his counterparts that across-the-board budget cuts will hurt not only the U.S. military but also the ability of NATO to respond to crises.

Little said the Pentagon is also discussing the possibility of not being able to send military units on planned rotations to various places around the world. In anticipation of cuts, the Pentagon has already decided not to send one aircraft carrier back to the Persian Gulf, reducing the U.S. presence there to one carrier.

The Pentagon has begun discussing details of the furloughs with defense worker union officials.

President Barack Obama has exempted military personnel from furloughs.

Obama was continuing to pressure Republican lawmakers to avert the automatic cuts by supporting a Senate Democratic plan that would replace the immediate cuts with a mix of spending reductions and tax increases. He was conducting interviews with local television in eight markets: Boston, Charleston, S.C., Baltimore, Oklahoma City, Okla., Wichita, Kan., San Antonio, Texas, San Francisco, and Honolulu.

"I don't know why it is in this town folks leave stuff to the last minute. You know, there's no other profession, no other industry, where people wait until the 11th hour to solve these big problems," Obama told WJZ, the CBS affiliate in Baltimore.

The only civilian Pentagon workers who would be exempt from furloughs would be Senate-confirmed political appointees such as the defense secretary and deputy defense secretary, as well as a relatively small number of workers deemed essential to protect the safety of defense property and personnel.

Panetta said the administration is still working with Congress to avoid automatic budget cuts by reaching agreement on a deficit reduction plan.

PRETORIA, South Africa (AP) ? The prosecution case against Oscar Pistorius began to unravel Wednesday with revelations of a series of police blunders and the lead investigator's admission that authorities have no evidence challenging the double-amputee Olympian's claim he killed his girlfriend accidentally.

Detective Hilton Botha's often confused testimony left prosecutors rubbing their heads in frustration as he misjudged distances and said testosterone ? banned for professional athletes in some cases ? was found at the scene, only to be later contradicted by the prosecutor's office.

The second day of what was supposed to be a mere bail hearing almost resembled a full-blown trial for the 26-year-old runner, with his lawyer, Barry Roux, tearing into Botha's testimony step by step during cross examination.

Police, Botha acknowledged, left a 9 mm slug from the barrage that killed Reeva Steenkamp inside a toilet and lost track of illegal ammunition found inside the house. And the detective himself walked through the crime scene without wearing protective shoe covers, potentially contaminating the area.

Authorities, Roux asserted, were selectively taking "every piece of evidence to try to extract the most possibly negative connotation and present it to the court."

The case has riveted South Africa, with journalists and the curious crowding into the brick-walled courtroom where Pistorius, dubbed the Blade Runner for his prosthetic legs, faces a charge of premeditated murder in the Valentine's Day slaying.

Pistorius says he mistook Steenkamp for an intruder and shot her out of fear, while prosecutors say he planned the killing and attacked her as she cowered behind a locked bathroom door.

The day seemed to start out well for the prosecution, with Botha offering new details of the shooting that appeared to call into question Pistorius' account of the moments leading up to the 29-year-old model's death.

Ballistic evidence, he said, showed the bullets that killed her had been fired from a height, supporting the prosecution's assertion that Pistorius was wearing prosthetic legs when he took aim at the bathroom door. The athlete has maintained he was standing only on his stumps, and felt vulnerable and frightened as he opened fire from a low position.

Projecting a diagram of the bedroom and the bathroom, prosecutor Gerrie Nel said it showed Pistorius had to walk past his bed to get to the bathroom and could not have done so without seeing that Steenkamp was not asleep there.

"There's no other way of getting there," Nel said in disputing Pistorius' claim that he had no idea Steenkamp was no longer in bed when he pumped four bullets into the bathroom door, striking her with three.

Botha backed the prosecutor up, saying the holster for Pistorius' 9 mm pistol was found under the left side of the bed, where Steenkamp slept, and it would have been impossible for Pistorius to get the gun without checking to see if she was there.

"I believe that he knew that Reeva was in the bathroom and he shot four shots through the door," the detective said.

Botha described how bullets struck Steenkamp in the head and shattered her right arm and hip, eliciting sobs from Pistorius, who held his head in hands.

However, when asked if Steenkamp's body showed "any pattern of defensive wounds" or bruising from an assault, Botha said "no." He again responded "no" when asked if investigators found anything inconsistent with Pistorius' version of events, though he later said nothing contradicted the police version either.

Testimony began with the prosecutor telling the court that before the shooting, a neighbor heard "nonstop" shouting between 2 a.m. and 3 a.m. at Pistorius' upscale home in a gated community in the capital, Pretoria.

However, Botha later said under cross examination that the witness was in a house 600 yards (550 meters) away, possibly out of earshot. He cut that estimate in half when questioned again by the prosecutor, as confusion reigned for much of his testimony.

At one point, Botha told the court that police found syringes and two boxes of testosterone in Pistorius' bedroom ? testimony the prosecution later withdrew, saying it was too early to identify the substance, which was still being tested.

"It is not certain (what it is) until the forensics" are completed, Medupe Simasiku, a spokesman for South Africa's National Prosecution Agency, told The Associated Press. It's not clear if it was "a legal or an illegal medication for now."

The defense also disputed the claim. "It is an herbal remedy," Roux said. "It is not ... a banned substance."

Still, Botha offered potentially damaging details about Pistorius' past, saying the athlete was once involved in an accidental shooting at a restaurant in Johannesburg and asked someone else "to take the rap."

The runner also threatened men on two separate occasions, Botha said, allegedly telling one he'd "break his legs."

The detective said police found two iPhones in Pistorius' bathroom and two BlackBerrys in his bedroom, and none had been used to phone for help. Guards at the gated community did call the athlete, Botha said, and all he said was: "I'm all right," as he wept uncontrollably.

Roux later suggested that a fifth phone, not collected by the police, was used by Pistorius to call for help.

The question now is whether Botha's troubled testimony will be enough to convince Chief Magistrate Desmond Nair to keep Pistorius in prison until trial. While Pistorius faces the harshest bail requirements under South African law, the magistrate has said he would consider loosening them based on testimony in the hearing. Final arguments were scheduled for Thursday.

Language protein differs in males, females

Feb. 19, 2013 ? Male rat pups have more of a specific brain protein associated with language development than females, according to a study published February 20 in The Journal of Neuroscience. The study also found sex differences in the brain protein in a small group of children. The findings may shed light on sex differences in communication in animals and language acquisition in people.

Sex differences in early language acquisition and development in children are well documented -- on average, girls tend to speak earlier and with greater complexity than boys of the same age. However, scientists continue to debate the origin and significance of such differences. Previous studies showed the Foxp2 protein plays an important role in speech and language development in humans and vocal communication in birds and other mammals.

In the current study, J. Michael Bowers, PhD, Margaret McCarthy, PhD, and colleagues at the University of Maryland School of Medicine examined whether sex differences in the expression of the Foxp2 protein in the developing brain might underlie communication differences between the sexes.

The researchers analyzed the levels of Foxp2 protein in the brains of four-day-old female and male rats and compared the ultrasonic distress calls made by the animals when separated from their mothers and siblings. Compared with females, males had more of the protein in brain areas associated with cognition, emotion, and vocalization. They also made more noise than females -- producing nearly double the total vocalizations over the five-minute separation period -- and were preferentially retrieved and returned to the nest first by the mother.

When the researchers reduced levels of the Foxp2 protein in the male pups and increased it in female pups, they reversed the sex difference in the distress calls, causing males to sound like females and the females like males. This change led the mother to reverse her behavior as well, preferentially retrieving the females over the males.

"This study is one of the first to report a sex difference in the expression of a language-associated protein in humans or animals," McCarthy said. "The findings raise the possibility that sex differences in brain and behavior are more pervasive and established earlier than previously appreciated."

The researchers extended their findings to humans in a preliminary study of Foxp2 protein in a small group of children. Unlike the rats, in which Foxp2 protein was elevated in males, they found that in humans, the girls had more of the Foxp2 protein in the cortex -- a brain region associated with language -- than age-matched boys.

"At first glance, one might conclude that the findings in rats don't generalize to humans, but the higher levels of Foxp2 expression are found in the more communicative sex in each species," noted Cheryl Sisk, who studies sex differences at Michigan State University and was not involved with the study.

This research was funded by the National Institute of Neurological Disorders and Stroke and the National Institute of Mental Health.

SPRINGFIELD, Ill. ? The Catholic Conference of Illinois disapproved of the state Senate?s passage of a bill that would redefine marriage to include the union of same-sex persons, citing religious-liberty concerns.

?This legislation callously redefines a bedrock institution of our society and deteriorates the free exercise of religion in our state,? Catholic Conference of Illinois executive director Robert Gilligan said Feb. 14.

?We remain wary of government interference in the Church?s ministry and structure.?

On Feb. 14, the Illinois Senate approved a bill that would change the state?s definition of marriage from being ?between a man and a woman? to ?between two persons.? It was passed 34-21, and it now faces a vote in the state House.

Gilligan said the bill ignores the natural order of marriage, the complementarity of the sexes that is a foundation for families.

?Marriage joins a man and a woman in love to meet one another?s needs, to procreate and to raise children. This is the lifeblood of any human society,? Gilligan wrote. ?This legislation tears at that definition with unknown consequences.?

The Catholic Church teaches that authentic marriage involves only one man and one woman. The Catechism of the Catholic Church states, ?The vocation to marriage is written in the very nature of man and woman as they came from the hand of the Creator. Marriage is not a purely human institution, despite the many variations it may have undergone through the centuries in different cultures, social structures and spiritual attitudes? (1603).

In an address in June 2009, Pope Benedict XVI stated, ?The different present forms of the dissolution of marriage, as well as free unions and ?trial marriage,? including the pseudo-marriage between persons of the same sex, are ? contrary expressions of an anarchic freedom that appears erroneously as man?s authentic liberation.?

Religious-Liberty Concerns

The Church in Illinois is concerned about religious liberty under the bill. The conscience protections in the bill are limited for institutions and non-existent for persons.

Although the legislation says it would not force any religious denomination or minister to ?solemnize any marriage,? Gilligan warned of ?promises? made ?two years ago when civil unions were passed, and now Catholic Charities has been kicked out of its mission of serving children in foster care.?

Even though the Church received assurances its social services would not be affected, within six months of the passage of civil unions in the state, Catholic Charities adoption services was barred from working with the state.

While Illinois Gov. Pat Quinn has already pledged to sign the bill should it arrive on his desk, its fate in the House is unsure. Even though it too is controlled by Democrats who support the bill, it is expected to face tougher opposition in that chamber.

Some Democratic African-American representatives may oppose the bill because of its criticism by black Christian pastors.

The same day as the state Senate vote, Democratic legislators in both chambers introduced measures that would amend Illinois? Constitution to define marriage as between a man and a woman.

William Haine, a pro-life Democratic senator who is Catholic, said the same-sex "marriage" bill is being pushed through ?on the basis of emotion? and fails to protect churches from discrimination for their views.

Stanford University breaks US record for college fundraising, raises $1 billion in single year

SAN FRANCISCO - Stanford University has set a new record for college fundraising, becoming the first school to collect more than $1 billion in a single year, according to a report released Wednesday.

For the eighth straight year, Stanford ranked first in the Council for Aid to Education's annual college fundraising survey, which shows that elite institutions continue to grab a disproportionate share of donor dollars.

In the 2012 fiscal year, roughly 3,500 U.S. colleges and universities raised $31 billion, 2.3 percent more than the previous year. The record was set in 2008 when schools took in $31.6 billion before fundraising dropped during the height of the financial crisis.

"We're climbing out of the doldrums," said survey director Ann Kaplan. "We haven't returned to the high point of 2008, but we're approaching it. I think you can say that about a lot of industries."

Topping the list was Stanford at $1.035 billion, followed by Harvard University at $650 million, Yale University at $544 million, the University of Southern California at $492 million and Columbia University at $490 million.

The top 10 fundraising colleges collected $5.3 billion, or 17 percent, of the $31 billion, even though they represent only 0.3 percent of the 3,500 accredited, nonprofit schools included in the survey.

Stanford benefited from a surge in donations at the end of its multi-year Stanford Challenge fundraising campaign, which netted $6.2 billion. It also benefited from the successful launch of a $1 billion campaign for its medical school and hospitals.

The 10-campus University of California system raised $1.56 billion, which doesn't include money collected by its individual campuses. UC Berkeley was the leading fundraiser among all public universities, taking in $405 million.

Located in the heart of Silicon Valley, Stanford's alumni list includes the founders of major tech companies like Yahoo Inc. who have given to the school in recent years.

Stanford raised 46 percent more in its 2012 fiscal year than the $709 million it collected in 2011 and surpassed its previous record of $911 million set in 2006. The $1.035 billion haul is equal to nearly $56,000 for each of its roughly 18,500 undergraduate and graduate students, though much of the money will be used for research and construction.

By contrast, San Jose State University, a public college 20 miles away, raised $14 million, which is equal to $450 for each of its 31,000 students.

Stanford received donations from nearly 79,000 donors, including $100 million of a $150 million gift from Silicon Valley investor Robert King and his wife Dorothy to establish the Stanford Institute for Innovation in Developing Economies.

"We are in awe and remain humbled by this kind of response. It was a remarkable showing of generosity," said Martin Shell, Stanford's vice president for development. "Higher education for most people represents hope for a better future, and donors want to invest in that."

Burger King's US Twitter Account Hacked, McDonalds Promoted!

Burger King is known to have its share of bloopers as far as social networking is concerned. After the famous "un-friend for a free burger" Facebook campaign, its latest "run in" with adversity comes via Twitter. But this time around, they were the victim of a hack, and not their own stupidity!

A report by the Mirror.co.uk suggests that the fast food company's Twitter account was hacked into by someone calling themselves McDonald's. The rival company made several scathing posts starting with the fake news of a takeover. After quite a bit of damage was done, Twitter finally suspended the account. (Head over to the source site to check out some of the tweets.)

The website is now up and running with all the malicious tweets taken off. Rival McDonald's in response tweeted: "We empathize with our @BurgerKing counterparts. Rest assured, we had nothing to do with the hacking."

We live in an extremely competitive world, where social media can make or break a brand. Hopefully after so many unsavoury incidents, BK will learn to use the medium better.
