It was in 1931 in Las Vegas when gambling was legalized, but since them, the industry was surrounded by trouble. At the very first, this activity was not well seen by many citizens, especially after the scandal of some players being bought by betters was reveal.

So, as things stand,Germany is in a similar position as other countries regarding online poker games?it is stuck in a rut where it has not entirely banned the game nor is it entirely legal to play it within the country. Despite the tricky position of online poker games in Germany, people here still have a number of options when it comes to playing this game. At present, three top online games sites in Germany are PokerStars, PKR Poker and William Hill.

Furthermore, the IGA prohibits the opening of new Australian online casinos but does not order online casinos already in existence prior to the 2001 Act to be shut down. As a result, Lasseters Online became only legitimate online casino in Australia. However, changes in American legislation resulted in Lasseters Online having to bar US players. Recently, Lasseters announced they were ending operations, citing the loss of American customers as a major contributing factor.

The no deposit casino also tends to make limitations over the no deposit casino bonus unique codes, making it as low as just $10. This is a good opportunity, for people to get something out of nothing and sounds attractive together with convincing. Some people want to investigate how these no deposit casino bonus codes usually tend to work, keeping in mind this opinion that casinos are not charity centers, but really business minded. The truth about the working these casinos can be answered with the help of the ?free samples? web marketing strategy, where the organizations of sources who are highly confident about their products offer free samples on their customers.

Legal Online Gambling Sites

Make certain that the casino website you are joining is ?for serious. ? There are a number of bogus websites posing as legitimate casino rooms. Nevertheless, you: they are not. What they do is create a website, hope that some players would fall to the snake pit, and then purge the evidence when they have collected enough money. There is no game. Then, they are ready to create another website together with re-launch the scam. To avoid these scams always be sure to check the licenses, fine print, and other legal whatnots which are generally found at the very bottom of the website. Don?t miss on anything legally implicating, otherwise you certainly will regret it later.

BITTER TWEET

Politicians beware: those tweets can land you in hot water with your boss.

Prime Minister David Cameron has lambasted a lawmaker in his own Conservative Party. Aidan Burley called the Olympic opening ceremony "multicultural leftie crap."

"I did once say something about people who use Twitter, particularly politicians, and I think in this case I was absolutely spot on," Cameron told the BBC on Monday. "It was an idiotic thing to say."

Burley, who was forced to quit as a ministerial aide after attending a Nazi-themed bachelor party last year, made the tweet during the show on Friday: "The most leftie opening ceremony I have ever seen - more than Beijing, the capital of a communist state! Welfare tribute next?"

Later, he added: "Thank God the athletes have arrived! Now we can move on from leftie multicultural crap. Bring back red arrows (sic), Shakespeare and the Stones!"

WATER RINGS

Eleven meters high and 24 meters long, they dominate the view from the south bank of the River Thames in central London. "It is kind of showy," says Shanice Collins, 19, from Birmingham.

The structure sits on a barge in the middle of the river where throngs of tourists walk past every day, making it very difficult for anyone to ignore the fact that the Olympics are in town.

Shanice thinks they are a good thing, though. She seems especially worried about London's recent bad press. "If it makes the city look good and it doesn't give us that bad riot mentality that everyone thinks we have, then I think it is a good thing."

CHINA DIVING GOLD

Yuan Cao and Yanquan Zhang of China are the gold medal winners in the men's synchronized 10-meter dive.

The Chinese trailed the hometown Brits after three dives, but executed nearly flawlessly in the second half of the event. The partisan crowd was hopeful to see the hometown team of Thomas Daley and Peter Waterfield keep the gold in London. They drilled their first three, leading at the halfway point while being serenaded to chants of "GB! GB! GB!"

But a rough fourth dive score of 71.28 opened the door for China. The crowd even booed the judges for giving their boys an 87.69 on their fifth dive. Mexico took the silver and the American team of Nicholas McCrory and David Boudia finished with the bronze. Britain finished fourth.

JORDAN'S FIRST PUNCH

Ihab Almatbouli is Jordan's first Olympic boxer, and now he has his nation's first Olympic boxing victory.

Almatbouli won a 19-7 decision over Nigeria's Lukmon Lawal at ExCel on Wednesday, thrilling the small delegation of Jordanian athletes and fans cheering him on and singing to him.

He is the second of five boxing brothers from Baqa'a, a Palestinian refugee camp outside Amman. Somber after his workmanlike victory, he credited God and his Cuban coach. Still, the wolf tattoo on his right bicep suggests Almatbouli might have a little more flair in store for his next fight.

MOM WATCHES, ZARA RIDES

A good time for Zara Phillips on the difficult and dangerous cross-country portion of her first Olympic equestrian eventing competition. The 31-year-old Phillips, Queen Elizabeth II's granddaughter, finished well under the pace time with 9 minutes 55.11 seconds, cheered on wildly by thousands of fans ? some of them royal ? in London's oldest royal park.

Princes William and Harry watched her from the main equestrian arena, joined by William's wife, Kate, and Camilla, the wife of Prince Charles. Seated alongside them were Princess Beatrice and Princess Eugenie, the daughters of Prince Andrew. Phillips' mother, Princess Anne, watched from the grounds of the twisty, hilly 5.7-kilometer course dotted with 28 obstacles.

SPARTACUS' DEFENSE

Fabian Cancellara is planning to defend his time-trial gold medal.

The man known as "Spartacus" had his Olympic future thrown into doubt when he crashed while trying to navigate a right turn late in Saturday's road race. Cancellara had broken his collarbone earlier this year at the Tour of Flanders, and was worried that he'd done it again.

He was taken for X-rays that turned out negative, and the four-time world champion said Monday that he's planning to race through the pain Wednesday at Hampton Court Palace.

"I feel better with every hour passing," he says. "I have to be positive, otherwise I would have been home already. I'm a hard man."

Swiss team doctor Andreas Goesele likened the spill to being in a "car crash, with a whiplash injury." He also said that Cancellara would have to ride through pain because the World Anti-Doping Agency's list of prohibited substances limits what he can prescribe.

Cancellara remains one of the favorites for the race, along with reigning world champion Tony Martin of Germany and Tour de France winner Bradley Wiggins of Britain.

DIVING DERRING-DO

The Brits are still searching for that first gold medal of the games, and the partisan crowd at the Aquatic Center is trying to will their boys to one in the men's synchronized 10-meter dive.

Thomas Daley and Peter Waterfield are putting on quite a show, too.

The arena roars every time the step out on to the platform, and they have responded with three tremendous dives to surge into the lead at the halfway point.

They're in the seventh position of eight, and just ripped a pair of back 3 1/2 somersault tucks that scored 91.08.

They are just in front of China and the Germany with three dives to go.

He was one of the many athletes who exchanged words with Francois Hollande at the athletes' village on Monday.

Ndiaye, who is competing in the 120 kilograms weight class, pushed his way through bodyguards to shake his hand. "I'm really glad that he is here, it will give me strength," Ndiaye said, before adding: "More than the president of my own country."

ZOE'S HOME CROWD

The decibel level in the weightlifting arena reached new heights as 18-year-old Zoe Smith set a British clean and jerk record of 121 kilograms in the "B'' session of the women's 58-kilogram category on Monday. She also went for a British record in the snatch, but tensed up and missed.

"At first I was getting used to the fact that there were that many people and maybe that's why I sort of messed up the snatches a little bit," Smith says. "I think I was just overwhelmed."

Smith must now wait for the higher-ranked lifters in the "A'' group to compete to find out where she places, though her 211-kilogram total is unlikely to be enough for a medal.

POWER OF THE MULLET

At 17, Puerto Rican lightweight Jeyvier Cintron is among the youngest boxers at the London Olympics. And if they awarded gold medals for hair, he'd be going home with some serious hardware.

Cintron took the ring today sporting a classic mullet, but with a twist. He also has a jagged strip of blond dyed hair across the top of the business-in-front part, and much of the party-in-the-back section is also blond.

Cintron's headgear popped off in the middle of an exchange during his fight with Botswana's Oteng Oteng, giving fans an extra look. He then won a 14-12 decision over Oteng, ensuring the mullet will live to fight another day.

NOT THAT WAY!

As the row continues over empty seats at venues, Olympic officials seem to have a partial solution: ensuring television viewers can't see them.

Organizers have been embarrassed by the sight of blocks of seats left unused, largely by Olympics and sports officials, while the public craves tickets.

"They are not huge banks (of empty seats) and we tend to put them, if we can, out of camera range" International Olympic Committee vice president Craig Reedie of Britain told broadcaster ITV.

SECURITY RIVALRY

All's fair in love, war and the Olympics? Not quite.

A security guard is under investigation after he allegedly spat at a military worker during an Olympic event and hurled verbal abuse at him for his service in Afghanistan.

Adam Mynott, a spokesman for the private security contractor G4S, confirmed the incident Monday. He said an investigation was pending and the guard had not yet been suspended.

He said the circumstances of the fracas weren't clear, including whether the guard was Muslim. G4S came under fire this month after admitting a shortfall of security guards for the Olympics ? an admission that forced the military to provide thousands of extra military personnel.

What Do You Want Wednesday: Releasing My Attachment to Expectations

Hello Beautiful One,

Happy What Do You Want Wednesday! The one day during the week stop for a moment to take a deep breath and ask ourselves, what is it our spirit is craving right now? But no matter what day of the week it is, I would still very much love for you to leave a comment below this post sharing what it is you desire right now. There is no declaration too big or small.

Last week I posted a short video sharing my own desires of calming groundedness within my pregnancy. Needless to say, I invested zero energy into that desire and instead, threw myself into a pool of expectations around the little one arriving NOW.?

To my surprise + disappointment, he didn?t come. Little Mister is still in my belly, brewing, waiting until the time is just right.

After my doctor?s appointment yesterday where I found out that I made no changes since the week before I became saddened, disappointed + to be completely honest, angry.

After spending some time with my art journal last night + writing out my thoughts, I know now that I had an extreme attachment to my own expectations, thus creating disappointment when a different outcome presented itself.

Note to self: Release attachment to expectations.

I woke up this morning feeling free from my expectations. And now, my spirit is craving even more art journaling, writing, cleaning and loving on The Mister. So that?s what I?ll do.?

There are places within me that need healing and I am going to trust that process by answering what my soul is calling me to do.

Now it?s your turn?

Close your eyes. Take a deep breath and listen for a moment. Allow the voices in your head to quiet down. Ask yourself, what do you want this Wednesday? What would feed your soul + spirit? Leave your answer in the comment area below so we can all support you in your declaration.

Register now for the world's premier international congress in cardiovascular medicine

Sophia Antipolis, 18 July 2012: The world's greatest event in cardiology, ESC Congress 2012, will take place in Munich, Germany, from 25-29 August, and as ever promises journalists a rich source of front-page news and feature background.

The spotlight of this year's event is "From Bench to Practice", a theme which brings together the work of basic science and everyday clinical medicine. "Only through the concerted efforts of both disciplines can we continue to bring further improvements to patient care," says ESC President Professor Michel Komajda. "By choosing translational science as its 2012 congress spotlight, the ESC is encouraging critical discussion of new techniques and their rapid transfer into clinical practice."

ESC Congress 2012 will take place at the ICM Messe-Mnchen, Messegelnde, 81823, Munich, Germany.

Journalists planning to attend are invited to register via the congress press section of the ESC website.

ESC Congress 2012 in Munich is expected to attract more than 30,000 registered participants (as well as 750 registered press), making it the largest medical meeting in the world, and a guaranteed source of important news stories. In cardiology, says Professor Komajda, the ESC Congress has indisputably become the number one international event, reflected in the high number of submissions from non-European countries and in participant registrations.

This year's congress will feature:

  • Five days of scientific sessions
  • More than 4,000 presentations of new studies selected from 10,000+ abstracts submitted
  • 17 Hot Line presentations, featuring the first results from major clinical trials
  • Updates from earlier landmark trials
  • 200 exhibiting companies and 70 sponsored sessions

Press support in Munich will be concentrated on three press conferences per day (from Sunday to Tuesday), which are led each morning by the late-breaking results of clinical trials selected for Hot Line sessions. These are studies (many of which are reported simultaneously and under embargo in the leading medical journals) whose outcomes will shape the treatment of cardiovascular disease in the years to come, and which traditionally provide front-page news across the world. This year, Hot Line sessions will feature results from major trials in coronary intervention, heart failure, coronary artery disease and arrhythmias.

Included among them are results from the phase III TRILOGY-ACS study, the largest randomised trial of prasugrel and clopidogrel in medically managed patients with acute coronary syndromes (which include unstable angina and heart attack). ACS patients managed medically and without acute intervention represent a large and relatively understudied patient group. Also scheduled for presentation are new results from the international PURE study of cardiovascular risk factor prevalence among more than 150,000 subjects in 17 countries according to gender and economic status.

The press conference programme will also feature new developments derived from smaller studies submitted as abstracts and collected under eight themed headings:

  • New approaches to diagnosis and treatment in heart failure (genetics, spinal cord stimulation)
  • Women (obesity and atrial fibrillation, stroke risk)
  • Smoking (in adolescents, effect of smoking bans, electronic cigarette)
  • Sudden cardiac death in sports (genetics of family members, cost of screening)
  • New risk factor findings in cardiovascular disease (insomnia, energy drinks)
  • Renal denervation in hypertension (follow-up, outcomes)
  • Transcatheter implantation of prosthetic aortic valves (sex differences, quality of life)
  • Prevention and outcomes in cardiac ischaemia (effect of aspirin, stroke)

Press releases in support of the press conferences will be issued under embargo a few days in advance. In addition, press releases will be available on six new ESC Clinical Practice Guidelines - in particular on the prevention of cardiovascular disease - and on updates from the ESC's own observational registries.

Accredited journalists can make use of a well serviced press room, with wifi and work space available.

In the meantime, we encourage you to mark the dates in your diary, and to contact the ESC press office for further information.

  • ESC Congress 2012 will take place on 25-29 August at the ICM Messe-Mnchen, Messegelnde 81823, Munich, Germany
  • Information on the scientific programme is already available here
  • Hot lines can be found here:
  • More information on ESC Congress 2012 (including details for press registration and accommodation) is available from the ESC's press office at press@escardio.org

Yaya Toure is full of laughs as Manchester City ... - BBC World News

Yaya Toure enjoys a good show and he?s been lucky enough to have a front seat for some party football at Manchester City over the last two years. Yaya Toure (right) enjoys some top entertainment as he goes through his pre-season biking routine (Picture: Twitter/XPOSUREPHOTOS.COM) And pre-season is no different as he witnessed some dance moves that wouldn?t have been out of place in the Northern Quarter?s finest night spots. In a routine borrowed straight from the Inbetweeners, City?s sports scientist Tom Parry wows Yaya with a series of slick moves. ?You can?t teach that, you can?t teach it, it?s natural, that. It?s natural. Look at that, look at his feet, look at his feet,? a member of staff informs Yaya as Parry really gets going. Despite cackling and clapping, Yaya doesn?t stop cycling on his exercise bike for a second ? the sign of a real professional. Manchester City are on a meticulously-planned pre-season tour of Austria where players have custom-made mattresses, and officials even tried to get a local church to stop their bells ringing in the early morning. Yaya was once described by Arsene Wenger as ?completely average? after turning out for Arsenal in a friendly against Barnet. Parry?s footwork was anything but.

Committee to grill regulator, Barclays executive

LONDON (Reuters) - The top national bank regulator and a former executive in the middle of an interest rate scandal at Barclays face a grilling by MPs on Monday over what they knew about an affair that has drawn in banks, regulators and politicians on both sides of the Atlantic.

The Commons Treasury Select Committee will question Jerry del Missier two weeks after he quit as chief operating officer of Barclays, the British bank hit by an interest rate manipulation scandal that has blown up into a political storm. He was the trusted investment banking lieutenant of Bob Diamond, the Barclays chief executive who quit the same day.

Del Missier is said by Barclays to have misinterpreted a message from Diamond and told the bank's staff that the Bank of England had sanctioned them submitting lower rates to massage down the London Interbank Offered Rate, or Libor, the rate that underpins global transaction worth trillions of dollars.

Del Missier has yet to comment publicly on the matter and his evidence could shine a light on who knew what at Barclays after testimony from Diamond which some committee members have characterised as misleading, a charge Diamond has rejected.

Adair Turner, chairman of the Financial Services Authority (FSA), will follow del Missier before the committee. He will face questions on the regulator's involvement and whether it was tough enough when rate rigging occurred between 2005 and 2009.

Barclays was fined a record $450 million last month by U.S. and British authorities for manipulating the Libor interest rate. Barclays will pull out of the rate-setting panel for interbank lending in the United Arab Emirates because of its involvement in the Libor scandal in the country, industry sources told Reuters on Sunday.

Libor is compiled from estimates by big banks of how much they believe they have to pay to borrow from each other. It is used for $550 trillion of interest rate derivatives contracts and influences rates on mortgages, student loans and credit cards. An understated estimate could allow a bank to present a better picture of its financial health.

Questions have arisen over whether supervision of the benchmark rate was too lax. The Bank confirmed on Friday it had received U.S. recommendations to overhaul Libor, and had passed them on to the banking trade group responsible for the rate.

It also emerged that Barclays alerted U.S. regulators as far back as 2007 to concerns that banks were rigging benchmark interest rates, and policymakers on both sides of the Atlantic did not appear to take decisive action.

The British parliamentary committee has questioned Diamond, Barclays' Chairman Marcus Agius and Paul Tucker, deputy governor of the Bank , in its efforts to uncover what happened at Barclays.

Diamond and del Missier quit on July 3 and Agius said, during testimony to the committee last Tuesday, that the Bank Governor Mervyn King effectively forced Diamond to go because he had lost the confidence of regulators.

Turner, one of the favourites to take over from King as the Bank governor next year, is likely to be asked how involved he was in forcing Diamond out.

He could also be challenged on why the FSA didn't react more to warnings about Libor, and what was clearly a strained relationship with Barclays.

The FSA chief sent a scathing letter to Barclays in April telling the bank that its "aggressive" culture needed to improve.

MISUNDERSTANDING

Barclays is the only bank so far to giving false information as part of the process of setting Libor.

A conversation in October 2008 between Diamond and Tucker is at the centre of confusion about whether Barclays was told by the central bank it could submit lower Libor rates.

In an internal memo written after that conversation, Diamond said Tucker told him "it did not always need to be the case that we appeared as high as we have recently".

Diamond has since said he did not take that as an instruction to submit lower rates, but said del Missier mistakenly understood the memo as a green light to do so. Del Missier declined to comment, a spokesman for Barclays said.

When Tucker appeared before the committee he said the memo misrepresented the conversation. The purpose of the call was to share his concerns about Barclays' funding costs rather than discuss interest rates, Tucker said.

Turner, 56, has been head of the FSA since 2008, when he warned of a more intrusive and direct style of supervision after the painful lessons from the financial crisis.

He will be joined in front of MPs by Andrew Bailey, the FSA's head of banking supervision, and Tracey McDermott, the FSA's acting director of enforcement. They are due to appear at 3.45 p.m., after del Missier at 3 p.m .

More than a dozen banks are expected to be drawn into the Libor scandal, which is being probed by authorities in North America, Europe and Japan.

Agius and senior Barclays executives told staff the bank's problems would be "put in perspective" by fines imposed on rivals, according to a memo sent out on Friday.

Libor rates submitted by banks are compiled by Thomson Reuters, parent company of Reuters, on behalf of the British Bankers' Association.

Insurance Rebates Coming Soon, Thanks To ObamaCare

Insurance Rebates Mailed Out

Insurance rebates are now in the mail, after the federal government announced that 12.8 million Americans should receive rebates on their health insurance premiums, with the average household rebate check at $151.

The Columbia Tribune reports that the checks are either in the mail or in the hands of those who paid the premiums. In most cases, these people are the employees of companies who have health insurance through a commercial plan.

The the state of Missouri, $65 million in rebates will be received by August 1st, and will be shared among 588,000 private health insurance customers. The Great Falls Tribune notes that 25,353 Montana residents will benefit from an average rebate check of $194 from their health insurance companies.

These rebates are being sent out as a provision in the federal Affordable Care Act (also known as ObamaCare) called the ?80/20? rule, which requires health insurance companies in both individual and small-group markets to spend at least 80% of consumers premium payments on medical care or health care plan improvements. Under the provision, large-group market providers are required to spend at least 85% on improvements.

According to The Columbia Tribune, however, most employees who do have health insurance will not see an insurance rebate, because companies who are self-insured (meaning they offer their own plans that are administered by an insurance company) do not qualify for the rebate provision.

Employees that are covered under a commercial plan may not see a cut of the refund either, because the insurance rebates are being sent directly to employers, who can decide whether to give a percentage to the employee or apply it toward the next year?s premiums.

Barclays' Diamond loses $30 million pay-off

LONDON (Reuters) - Bob Diamond, the former boss of Barclays, has given up bonuses worth up to 20 million pounds ($30 million) following his dramatic resignation over an interest rate-fixing scandal, the bank's chairman said in parliamentary testimony on Tuesday.

Marcus Agius, the man at the top of Barclays when its traders manipulated a benchmark interest rate, appeared before a hostile panel of lawmakers as part of its investigation into a row that has caused widespread public anger in Britain.

In 2-1/2 hours of gripping testimony, Agius acknowledged the central bank governor had played a pivotal role in pushing Diamond out of his job, and described the personal drama behind the scandal which erupted last week and culminated in Diamond's resignation.

"I'm not happy to be where I am, as you can imagine," Agius told the panel in a quiet, clipped voice. "It's very difficult as you go back to say what you would have done differently."

Barclays has been fined more than $450 million for its part in manipulating the London Interbank Offered Rate, or Libor, the interest rate that underpins transactions worth hundreds of trillions of dollars worldwide. More than a dozen other banks are expected to be drawn into the scandal.

Agius was the first Barclays executive to quit when the scandal erupted but that was not enough to protect Diamond, the hard-charging American who was forced out a day later. Agius has agreed to stay on as executive chairman to find a successor to Diamond.

BONUSES LOST

"Bob Diamond has voluntarily decided to forgo any deferred consideration and deferred bonuses to which he otherwise would have been entitled to," Agius, 65, told the panel. "The maximum amount would be 20 million pounds."

Diamond, 60, would still receive a year's pay and a cash payment instead of a pension, together worth 2 million pounds ($3 million), he said.

Just before Agius appeared before the panel, Britain's financial watchdog published a scathing letter saying Barclays had frequently pushed the boundaries of regulation with an "aggressive" business approach.

When asked about the letter, Agius said: "I don't regard this as damning. I regard this as a firm letter from our regulator."

He added however he had never received a letter that harsh from a regulator and described his relationship with the Financial Services Authority as "strained."

As lawmakers piled criticism on him, Agius looked tense at times, blowing out his cheeks and shaking his head in disbelief. Agius interrupted one committee member sharply at one point to correct the pronunciation of his surname.

But some MPs appeared less hostile, thanking him for being so forthcoming.

Shedding light on what went on behind the scenes as the row escalated, Agius said Diamond resigned after the central bank governor summoned Barclays executives and made it clear that their colleague had to go.

"We explained what had happened ... he was utterly depressed as you can imagine. The conversation was not long," Agius said, who visited Diamond at his house in London.

"He asked for time to talk to his family, and we left confident that if he hadn't already made the decision, that he would make the right decision."

Mervyn King, the Bank of England governor, has declined to comment on his involvement in Diamond's resignation but he told the BBC in an interview recorded before the testimony that it was time to change the way Britain's banking system worked.

"We don't have enough banks, and those banks that we have, have become too big and they dominate the sector in a way that's rather undesirable," he said.

DIAMOND CASH

Diamond's potential pay-off has been the subject of much speculation in a country where anger with the culture of bankers strikes a popular chord. One of the world's richest bankers, Diamond took home 17 million pounds ($26 million) last year alone.

Barclays confirmed Diamond's payoff arrangement in a statement which quoted him as saying he hoped his decision would help the bank move on.

"The wrongful actions of a relative few should not detract from the outstanding work that Barclays employees carry out each day on behalf of clients and customers around the world," he said.

"It is my hope that my decision to step down and today's agreement on my remuneration will help close this chapter and allow Barclays to move forward and prosper."

Barclays is among more than a dozen global banks under investigation by authorities in North America, Europe and Japan and the only one so far to admit wrongdoing.

Suggestions that senior officials may have known about the 2008 manipulation have turned the case into a political storm, with Prime Minister David Cameron ordering the parliamentary inquiry to quell public outrage.

Cameron welcomed Diamond's decision to forgo his bonus. The European Union says it will propose new rules to criminalize the manipulation of indices such as Libor.

Barclays says a group of traders tried to manipulate Libor for profit as far back as 2005, and says it wrongly lowered estimates of the interest it paid other banks at the height of the crisis in 2008 to make its financial position appear better.

Neither Diamond nor Agius stand accused of individual wrongdoing in the rate-rigging scandal.

Libor, or the London interbank offered rate, is compiled from estimates by large international banks of how much they believe they have to pay to borrow from each other. It is used for $550 trillion of interest rate derivatives contracts and influences rates on mortgages, student loans and credit cards.

The rates submitted by banks are compiled by Thomson Reuters, parent company of Reuters, on behalf of the British Bankers' Association.

How tumor cells create their own pathways

ScienceDaily (July 10, 2012) ? In 90 percent of cancer deaths today, the actual cause of death is no longer the patient's original tumor but rather metastases. Metastasis occurs when tumor cells "migrate" to other organs through the bloodstream. Scientists have now discovered the trick tumor cells use to invade tissue from the blood vessels: They produce signaling proteins to make the arterial walls permeable -- thus clearing their pathway to a different organ.

The latest findings are published in the current issue of the journal Cancer Cell.

How does a tumor cell set up a signaling pathway in order to metastasize? Scientists at Technische Universit?t M?nchen's (TUM) Klinikum rechts der Isar and Helmholtz Zentrum M?nchen have made a significant discovery in this area by studying colon cancer. They have learned that the tumor cells release certain proteins known as chemokines. In the case of metastatic colon cancer cells, the chemokine concerned is CCL2. The CCL2 chemokine docks on to the cells of the inner blood vessel walls (endothelial cells) and activates the corresponding receptor (CCR2 receptor). This connection makes the endothelial cells permeable -- creating a clear path for the tumor cells.

Professor Mathias Heikenw?lder of TUM's Institute of Virology explains that the tumor cells use a clever trick to migrate: "The tumor cells outwit the endothelial cells by emitting a signal used by healthy cells." To date, research has mainly focused on macrophage cells attracted by the chemokines of the tumors. "By understanding the role of chemokine receptors in relation to endothelial cells we have potentially uncovered a brand new approach to cancer treatment," says Heikenw?lder.

"Measuring the number of chemokines could allow us to draw clear conclusions on the likely spread of a primary tumor to other organs and predict the risk of metastasis in patients," continues Heikenw?lder. "Furthermore, the option of blocking the chemokine receptor CCR2 at the endothelial cells gives healthcare professionals a new way of preventing metastases both before and following an operation."

For their research, the scientists used colon cancer tissue and colon cancer cell lines from mice and humans. The next steps will involve studying the findings in greater detail and examining how the new concept can be transferred to other types of cancer.

U.S. Declares Afghanistan Major Non-NATO Ally

KABUL, Afghanistan -- The Obama administration on Saturday declared Afghanistan the United States' newest "major non-NATO ally," an action designed to facilitate close defense cooperation after U.S. combat troops withdraw from the country in 2014 and as a political statement of support for Afghanistan's long-term stability.

U.S. Secretary of State Hillary Rodham Clinton made the announcement shortly after arriving in the country for talks with Afghan President Hamid Karzai.

"We see this as a powerful commitment to Afghanistan's future," she said at a news conference in the grand courtyard of Kabul's Presidential Palace. "We are not even imagining abandoning Afghanistan."

Clinton insisted that progress was coming incrementally but consistently to the war-torn nation after decades of conflict. "The security situation is more stable," she said. Afghan forces "are improving their capacity."

At the news conference, Karzai welcomed Clinton to Kabul and thanked the U.S. for its continued support.

Clinton repeated the tenets of America's "fight, talk, build" strategy for Afghanistan. The goal aims first to defeat dangerous extremists, win over Taliban militants and others willing to give up violence and help in the long reconstruction of Afghanistan ahead.

Fighting still rages as Afghan and U.S.-led coalition forces battle insurgents in the mostly eastern part of the country. Although casualties have fallen among foreign forces as the United States and other nations begin a gradual withdrawal, 215 coalition soldiers were killed in the first six months of the year ? compared to 271 in the same period last year.

Reconciliation efforts haven't gained steam, but Clinton said she was pleased to be meeting the foreign ministers of Afghanistan and Pakistan together in Tokyo ? a three-way relationship seen as key to stabilizing Afghanistan.

From Kabul, Clinton and Karzai were heading separately to Japan for an international conference on Afghan civilian assistance. Donors were expected to pledge around $4 billion a year in long-term civilian support.

Clinton stressed the importance of the pledges for civilian aid. Afghanistan's cash-strapped government is heavily dependent on foreign largesse, and any significant drop-off in financial assistance after 2014 could set back the country's development.

Asked about the systemic corruption that has plagued the Afghan government, Clinton said the U.S. was working hard with Afghan authorities to eliminate fraud, mismanagement and abuse. She said the meeting in Tokyo would include accountability measures to ensure that money sent to Afghanistan benefits the Afghan people.

"This is an issue the government and the people of Afghanistan want action on, and we want to ensure they are successful," Clinton said.

Nations that once gave more generously to Afghanistan are now seeking guarantees that their taxpayer money will not be lost to corruption and mismanagement.

International donors say that many promises to crack down on corruption have not been carried out. Some highly placed Afghan officials have been investigated for corruption but seldom prosecuted, and some of the graft investigations have come close to the president himself.

In Tokyo, representatives from some 70 countries and organizations will establish accountability guidelines to ensure that Afghanistan does more to improve governance and finance management, and to safeguard the democratic process, rule of law and human rights ? especially those of women.

On the major non-NATO ally designation, Clinton said Afghanistan would have access to U.S. defense supplies and training and cooperation.

"This is the kind of relationship that we think will be especially beneficial as we plan for the transition," she said. "It will help the Afghan military expand its capacity and have a broader relationship with the United States."

Designating Afghanistan as a major non-NATO ally was part of a Strategic Partnership Agreement signed by Presidents Barack Obama and Karzai in Kabul at the beginning of May.

On July 4, the U.S. ambassador to Afghanistan, Ryan Crocker, and the country's foreign minister announced that the two countries had completed their internal processes to ratify the agreement, which has now gone into force.

The declaration allows for streamlined defense cooperation, including expedited purchasing ability of American equipment and easier export control regulations. Afghanistan's military, which is heavily dependent on American and foreign assistance, already enjoys many of these benefits. The non-NATO ally status guarantees it will continue to do so.

Afghanistan becomes the 15th such country the U.S. has declared a major non-NATO ally. Others include Australia, Egypt, Israel and Japan. Afghanistan's neighbor Pakistan was the last nation to gain the status in 2004.

Clinton arrived in Afghanistan from Paris, where she attended a 100-nation conference on Syria.
